question may be summed up therefore that whatever may be the

arrangement for the management of the Railway the Chinese will

have to agree to a modification of rates for through traffic

which must allow us to charge more per mile owing to our Section

being the more difficult and costly to construct.

That by

adopting our proposal for working jointly they save $100,000

on their share Working Expenses as well as place themselves

in a better position, as regards getting their goods to des“

tination. That by Joint Working the convenience and careful

of the Public is assumed a most important factor is attracting

through passenger traffic. The carrying of this traffic is

of the utmost importance to us because if we neglect it and

allow it to go by water from Canton, we will be consenting to

a route being established which will taken advantage of when the

Canton Hankow line is opened for traffic.
